You cannot pursue both a B.A. and a B.Tech (CSE) degree simultaneously at IIT, as they are separate programs. However, you can take a one-year drop, prepare for JEE during that time, and then pursue a B.Tech in CSE at IIT. After completing your B.Tech, you can then focus on preparing for the UPSC exam.
