You can start with the basic step of checking the eligibility criteria for BTech Marine Engg. at popular colleges and make sure you meet the same. If your preferred college provides admission on the basis of Class 12 merit, that is good. Otherwise, you have to give relevant entrance tests for admission to the course like IMU-CET, JEE Main, KCET, etc.

Yes, you can potentially take admission into the 2nd year of a B.Tech Marine Engineering programme in another college if you are currently in your first year of college, if you meet the eligibility criteria for lateral entry into the course. You have to check the eligibility criteria individually for a perticular college along with their entrance exam.
