You have to go to the college in admission shell and there you have to fill admission form after their certain criteria like board percentage. If you are are a eligible candidate then they will allow your admission.

Since haryana board is a recognised one so there won't be any issue. For applying to Germany, you need to have good percentage 90% above + IELTS band 6 or above. While education is free but you need 8000euros to be shown in your account before admission. For rest of the info, read here:
