B.Sc Biotechnology is a vast subject it carries different subjects with it. It is having microbiology, immunology, biochemistry, bioinformatics, genetics and some more. So you can go in any of these streams.

It will be difficult for you to find suitable options in USA. For your budget, you can check colleges in Asia and some other European countries.

You can pursue Master's in biotechnology. You can also pursue Ph.D with Master's degree. To get admission in IIT, you have to give IIT JAM exam.

Biotechnology is a research oriented subject, if you want a job after completing M.Sc in Biotechnology it won't help, you have to go for PhD to get a job in research labs or a teaching job in some good institutes. If you are not interested in research then go for MBA, but don't do MBA in Biotechnology because again it will limit your career opportunities. You can also do M.Sc in microbiology or biochemistry, these subjects have better opportunities then M.Sc Biotechnology.
