Keep your GPA good, publish some research papers, get good scores in GRE and IELTS/TOEFL. Then apply for the programme and wait for admission. Do let me know if you have further query as I got an admission into McGill.

Please check with the concerned college you want to apply to. They will verify your degree first. You can check SPP colleges too. But overall chances are slim. Look for options outside Canada. The more options you check he better for you. Don't limit yourself to just one country.

Well, it depends on the university and all Canadian universities are quite competitive. Basis the range you gave you can check University of Windsor, Simon Fraser University, University of Regina, Wilfrid Laurier University, Trent University, Lakehead University, etc.
