It is possible but a very complicated possibility. You have to meet admission requirements and satisfy credit point norms for the year you want the transfer. Financial aid is less possible. You should start enquiring with universities directly and check the norms. You should bear in mind that these processes may take time and may eventually lead to year loss. So check the requirements, pros and cons and decide.

You should start researching on university deadlines first of all. Look for the university specific entry requirements which typically includes a four year Bachelor's degree, very good academic standing and an IELTS score for foreign applicants.
