Hi Manna,
This specialization is not a very common specialization to find. Very few universities offer such unconventional specializations online. The only two universities which I know of are Northwestern University's Kellogg School of Management and the University of Maryland's Smith School of Business which is starting this specialization. Please visit university websites for details. You will however find MS programs in these areas, you can use this link to find out:

If you meet the entry requirements, then yes you can apply. But, it is suggested you apply for advanced diploma or even Bachelor's degree since you already completed your 12th. Your application will be rejected if you are applying for more or less for the same level of program.

You cannot apply if you fail in any subject, you may find programs not requiring maths such as chemistry, environmental science, agriculture, etc. but you won't be considered for admissions if you don't clear all the subjects. So repeat your maths paper and bring out a pass mark firstly.

Different colleges have different requirements, you have to check college websites for details. Check well known colleges like Douglas College, Seneca College, etc. for details. You have to check the IELTS requirements in particular.

Chances are that you won't find too many MS options in a college. Colleges generally offer Diplomas, UG and PG Diplomas. Probably you can check college and university websites and you will get to know. Universities are more competitive with wider global access compared to a college.
