If you meet the admission requirements, have relevant education background and stream, have around 70% marks, and if you have a valid IELTS score you can apply. You have to check the eligibility criteria and fulfill the criteria.

It will be very challenging unless you have a very strong research-oriented profile, some extraordinary projects, etc. But you can always try to apply. In the meantime you should also see other countries and not just focus on Canada.

Yes, you can. Just check the IELTS score requirement on the university websites once before applying and I will also suggest that you drop them an email. 5.5 is somewhat low but they may accept it or give you a foundation course.

Every country has colleges with different rules, anywhere you apply you will find colleges accepting Diploma while some not accepting Diploma. On the whole, you can apply with a Diploma to US universities, you have to take the SAT or the ACT and apply for Bachelor's degree. If there are additional requirements then the university will tell you. It is therefore very important that you email them and enquire.
