You can try in Australia among the three countries you mentioned. It is difficult to specify a number but in general Canadian universities don't accept more than 1-2 backlogs, low ranked ones may accept upto 5 and German universities don't even recognize backlogs literally seeing how competitive they are.

I don't get what you mean by reliable universities. Nevertheless to be accepted by Canadian universities you have to be academically strong, around 75% is required by majority of the top ranking ones. Good quality internship, projects, research work etc. will be considered. Your IELTS score is alright, so if you have a consistently good academic performance you will have a chance.

Fee will differ from college to college but in general its around CD$10,000 to CD$20,000 a year. You can go through college websites and have an idea.
