You can study PG Diploma after B.Com. Doing an undergraduate Diploma after B.Com will not be accepted, even if a college does accept you, you won't be granted a visa.

Admissions are not based on IELTS scores alone, you must mention how much he scored in his college and what he wants to study? Alternatively, you can check the university websites for the entry requirements and know it.

Well not just in Canada, but everywhere in the world the same rule applies, you need to hold a Bachelor's degree before you pursue your Master's degree. This is something even a middle school student typically knows.

Your grades are good but other than that you have not provided any concrete information based on which I can comment anything. It will depend on your profile, what you want to study, university-specific admission requirements, etc. If you have work experience, it is good. Remember, in order to apply for the visa, you need to be accepted by a university first. So, decide what to study first, check for the requirements and proceed accordingly. If required, you can email a few colleges and find out eligibility information before applying.

You may apply for the Advanced Diploma or Bachelor's degree programs in SPP colleges. Since you are from commerce background, you can apply for higher studies in commerce or choose majors in accounts, finance and supply chain and logistics. See here:

It is a decent profile. You can apply under SPP colleges. The strong point is that you improved your grades from class 10th and got first marks class in your 12th which will be taken positively. But, you need improvement in your IELTS. You can check with the colleges directly if they could accept the score or ask them for any foundation program in English. Generally, colleges have these foundation programs if you do not meet the English language requirements. I will, hence suggest that you check/email the colleges first and then apply accordingly.

Yes, it is possible. They will though ask you why you want to pursue air hostess training program and your answer must be very much clear along with your career plans. I will also suggest you check with institutes directly before applying.
