Hello,
Yes, indeed earning a foreign degree from any country is always going to help you to be a global citizen. Canada is one of the leading countries with world class education system and also provides permanent residency options in their country if you may need to stay back. It also depends which course you want to study in Canada as they have numerous courses catering to interest of every student. Every college has its own admission requirements. And, you have not mentioned your education details, only IELTS score is not enough for advice and neither admissions. You should check individual college websites for specific information.

5.5 is a low score. You may get admission in an average ranked college but visa chances are less. Your admission will depend on your overall profile, your SOP, LORs, career plans, etc. Decide what to study and check for admission requirements before applying.

Hi Kaumil,
SPP colleges or non - SPP colleges, they don't come with guaranteed PR policies. To obtain a PR, you need to get a job. Look for a degree as per your relevancy and career plans. Enroll into universities having industry links and co-op options. Getting a job will depend on your academic skills and how well you network. Check immigration website for province wise PR rules.

It will depend on the program level, whether Bachelors or PG. Also every university has different admission requirements. A good score is usually 6.5.
