I won't recommend Canada-based colleges with the academic profile you have. Admission chances and visa chances are also very less. Check universities in New Zealand, Australia and also in Europe.

The question will depend on many things like which university most importantly and where you want to settle. Your budget needs to be checked. If in India you get through IIM or ISB, then there is nothing like it. It's no good studying in any xyz university here. You will gain international exposure and will be able to create an important network abroad.

It is totally up to you and your career plans what you should or want to study. Go to the university websites and check the related programmes they offer. Opt for a related field like M.Pharm, Masters or PG Diploma in occupational pharmacy, clinical pharmacy etc. Check university websites for admission requirements as your IELTS is low. Check with the universities directly.

More than 2 years of gap makes it difficult but because you had work experience, you may be considered. Your admission decision will mainly depend on your academic grades. I will suggest you to check vocational institution in New Zealand and also TAFE in Australia. Canada seems dicey.

First thing to remember for you- You cannot apply for a PR immediately after studies. You must apply for the work permit, grab a job and apply for the PR after successfully meeting certain conditions. You must also excel in your job.I would recommend you opt for Bachelor and then Masters both from Canada. Since admissions into a MS is very difficult for international graduates you will be at an advantage of knowing the system and a chance to excel more in research which is essential for MS admissions.
