The eligibility cannot be determined by IELTS scores alone. You must mention your education background, marks you scored and program you want to study. Also, 5 score is not actually acceptable.

You will follow the rules mentioned for international students. Queen's is one of Canada's oldest and highly ranked. The M.Sc program is extremely competitive and limited seats for international students. You will require a first class and 4-year Bachelor's degree. You must also take TOEFL or IELTS. Also, you must contact a supervisor after you submit the application and they must recommend or accept you. Yes, Canada is very good place if you want to make your career in aviation but only for commercial pilot training. There are lots of good flying schools as well.

Backlogs are not recommended but you did not mention your grades for any kind of advice. Also, mention the program you want to study. At least mention Bachelors or Masters.

It is not possible. You must also contact the universities directly and check if you meet the admission requirements, credit points, course requirements, etc. You can complete your Diploma in India and apply for Bachelor's degree in abroad.
