In terms of career prospects, the USA is far better than Canada and is one of the favorite educational destination for students, but Canada is also a preferred by international students and prospects are also high for electrical engineers. The cost of education is less in Canada as compared to the USA. Now as per your academics, you can choose any of the countries to pursue your higher education.

They have a point scale system to allot the PR to a particular citizen. Your academic study is also included in that. The more you score in studies, the more you will earn points which will help you in getting a PR. Your IELTS score also carry points, that's why people are advised to score more in IELTS.
Other factors are also included for e.g. permanent work, if your spouse is also coming along you to Canada having good academic qualifications then her points will be added to your points or if you have a relative who is a PR of Canada. So, there is a point scale system in Canada for getting a PR.

USA is the best option for you, you can also choose Germany. These two countries are the best for mechanical engineers. They provide quality education with excellent job prospect. Canada is not a bad option, but it should be your last option.

No, you are not eligible to study in Canada or Australia. Try for Poland or Portugal in Europe, or Singapore in Asia. You can also try for Russia.
