If it is mentioned in their terms & condition then you have to send the transcript, but you can contact the admission office and say you also wants to send your predicted score.

You can choose any country for Master's. Canada offers integrated P.hD also in ECS. Look for the following universities:
1. McGill University
2. University of Toronto
3. University of British Columbia
4. University of Alberta
5. McMaster University

Although, you should go according to your area of interest but if you are asking for the job prospect then CS has an upper hand as compared to mechanical and electrical. You can easily earn 30$ per hour after your degree completion.

Your CGPA is enough to get admission in the best universities in Canada, so GRE is not required, but you can go for either TOEFL or IELTS, Canadian universities accept both the exams.
All the best.

Both the countries are great in terms of jobs in civil engineering, you can choose either of them. You just need to explore your skills, you can get jobs anywhere then.

Many institutes say that they will take students without IELTS, but it's not true, because if you get admission in any institute abroad (like Canada), you will still not be eligible, because in Visa interview you need to show the proof of your English language test's result, and they need 6.5 band in IELTS, so beware of those fake promises, study hard, score well and then go.
All the best.

Hello Ankith,
If you want to study embedded systems particularly, I'll suggest you to look into Europe. Few suggestions are:
KTH Royal Institute of Technology, Sweden
TU Eindhoven, Netherlands
TU Berlin, Germany
All three have really good programs in this course.

You need to score over 70%, but they need overall 80% for UG and over 75% marks for PG, so clarify first either you want to do BS or MS.

Unfortunately no, you are from India, so you have to prove your English language proficiency and for that IELTS is must. You can try Russia or Poland, they will accept you but they are not so good for study and jobs.
