The candidate must hold a degree of any of Universities incorporated by an Act of the Central or State Legislature in India or other educational institutions established by an Act of Parliament or declared to be deemed as a University under Section-3 of the University Grants Commission Act, 1956, or possess an equivalent qualification. As per above qualification you can apply for it.

All direct recruitment of Group C posts for sub-inspectors, constables and lower division clerk are made through Staff Selection Commission (SSC). Procedure to join in CBI as sub inspector:

Hi,
Any degree from recognized university can apply for UPSE. You have to work hard as IAS is a public service, you have to analyses the humanity subject well. IAS exam is the top competing exam, you have to study everything. If you are excellent in engineering subject, you can choose that as your optional. You can also choose other subjects like:
1. Public administration.
2. History.
3. Geography.
4. Political Science.
5. Economics.
6. Mathematics.
7. Sociology.
8. Philosophy, etc.

Since, you belong to Science stream but preferring Civil Services. So, I would recommend you to go for BA Hons History from any reputed university across India, since I am also a History graduate from University of Delhi, but not aspiring for Civil Services. Taking History will be very helpful, though you can take political Science as well.
