IGNOU's degree is at par with any degree of any good university in India. So, you surely can apply for MA in any regular university. But there is a catch. Many universities have norms where they do not prefer students who have done a Bachelor's course from IGNOU so, at the end, it depends on the university.

The distance mode programme in the field of psychology is not recognized by all colleges, so you need to check their website. M.Phil in psychology is 1 year research oriented programme. You get license for rehabilitation Council in India. M.Phil clinical psychology is hospital based 2 year training programme. After completion of this course, you receive license from RCI.

Aah, you have brought in a very interesting subject, sychology and psychiatry. Former is arts or Science sub whereas latter is in medical realm. There is of course a relationship but it's etheral. Psychologists analyse psyche of a person and recommend some behavioral changes. On the other hand psychiatrists treat one's brain by giving meds.
