With your CMAT score i.e. 73.45 percentile, the chances are very low to get admission in N L Dalmia for PGDM.
The last year's CMAT cut-off was above 92 percentile.

You have a good chance based on your CET score. Last year, the cut-off was around 97 percentile so you can expect the seat in the last round or ACAP round.

Yes, it is compulsory to appear for the CMAT to secure admission to this course. Admission is through counseling conducted by Admission Committee for Professional Courses based on the score obtained in CMAT. Regards.

At this score it is very difficult to take admission in leading B-schools of India accepting MAT/CMAT Score.
Either you can retake exams like CMAT/MAT and take admission or wait for a call from the institute.

Marks varies from year to year. What matters is the percentiles. The cut-off percentile for OBC category revolves around 75 to 80 every year. So, calculate your chances accordingly. And for the last date, check the ACPC website regularly.
All the best.
