You can apply for counselling throughwww.annauniv.edu (TNEA 2019) and the last date for registration is May 31. The last date for submission is June 3.
The counselling starts from June 27.
You should have scored a cut off marks of at least 190-195 to get a seat there. And, yes your caste also plays a role.
If you are from Tamil Nadu, then, you will be called earlier. If you are from the other state, then you need to submit the nativity certificate.
