Yes, hotel management degree done through a recognized universities are valid for UPSC exam. Hence, you are eligible for UPSC.

NIT, Trichy is the top NIT when compared to others. So, I suggest you to go with NIT Trichy and even with 1507 rank you can get admission in NIT Trichy if you belong to Tamil Nadu. If you don't get admission in NIT Trichy for CS. To be frank, it would be quite difficult for you to get Computer Engineering in VIT Pune. I would suggest you to think of the regional colleges in your city/state. Also be open for IT or ELEX/E&TC, of interested.
