Yes you can pursue a Design course after completing B.Com. Since, you are a graduate, you can apply for postgraduate level Desoign courses such as MDes, MFM and MA and MSc with Design specialisations.You can give entrance for NIFT and choose the field you are most interested in.

The minimum qualification required for UPSC Civil Services Examination or a State PSC examination is Graduation in any discipline from some recognised university.
One can apply during the final year of graduation too.
If you are so determined for PSC exams then you should start preparation anytime from now.
You should do the preparation and graduation in parallel.
To begin with the preparation you should first revise the NCERT books of science and arts from 6th to 10th standard.
You should go on General Knowledge stuffs very well.

Yes, provided you should have maths and English as your subjects in 12th standard level in order to be eligible for NATA exam for architecture.
