Hi Jagarlmudi,
You must hold BS degree in computer Science or closely related field with excellent grades. Take the IELTS. German language test is not required, if the language of instruction is English. Germany is a budget friendly place for students. MS may cost around 500 to 1000 Euro per sem. Private universities will be expensive. Just check DAAD website. Details are mentioned.

Hello Zafaryab,
If you are going to study in a minority institution, then 50% seats are reserved for this minority, however if you are thinking for seeking admission in normal Institution then there is no separate quota for Muslims and hence you come into the general category of students who have 50% seats for themselves. Normally for Ph.D. entrance examinations the minimum marks required to be scored is set at 50% but it depends from institute to Institute and you can check on the website of your intended Institute as to the minimum passing marks in the entrance exam for Ph.D. Best wishes to you.

MS programs do not demand a work experience but universities will check your gap period, you need to justify it. MS programs are also highly competitive so you must be having a strong academic profile, internships, projects, certifications, etc. Check the university website for more details and drop an email to them for direct queries. Chances of rejection is likely, because you already have a Masters, you can first email the universities and evaluate your chances. Many universities have admission representatives, you should get in touch with them directly.
