Pass in a recognized Bachelor's degree of minimum 3 years duration in BCA B.Sc. (Information Technology / Computer Science) with mathematics as a course at 10+2 level or at Graduate level and obtained atleast 50 % (45 % in the case of candidates belonging to reserved category) in the qualifying degree examinations. (I) 10+2 years + 3 years Bachelors degree Pattern.

The CMAT is mandatory to give only if you're interested to take admission in a management college anywhere in India. It's not used for MCA admissions.

It will help you a lot. If you have appeared in any government college entrance exam like BHU UET UPSEE then it is good. But, if you don't have any such options, then you can go with the college in your city.
