Yes, you can apply for PG in cyber law. As per Symbiosis's eligibility criteria, any Bachelor degree holder / Graduate in any discipline from a recognized University can apply.

Both are different as BCA (Bachelors of Computer Application ) is mainly targeted for programming applications and have no other branches as far I know but B.Sc. (Bachelors of Science) have many branches like B.Sc. Agriculture, B.Sc. CS B.Sc. IT, B.Sc. Bio, B.Sc. Math etc. You can choose B.Sc. IT or B.Sc. CS if you want to do B.Sc. Instead of BCA and want to be in computational field and learn IT/Computer Science. There is difference in both BCA and B.Sc. IT/CS syllabus.
