Hello,
Oracle is a database program. This course is one of the most interesting and challenging course in the database domain. It may or may not be included as a part of the syllabus of degree courses in computers. The best option is to study this course via a certification program provided by any computer training institute. Such institutes provide their own certifications. Go for authorized SAP certification institutes.
Fees structure will remain same irrespective of training institute.
As I am staying in Pune, I have enclosed details of the institutes in Maharashtra state only.
Regarding Quality of institute, following parameters will decide the better choice:
1) Placement track record of the institute
2) Competency of trainer (In case of ILT mode)
3) Guest lectures & seminars from industry experts.

As far as Android is concerned, it has a very awesome future ahead. Everything is going to mobile these days, from shopping your clothes, booking movie ticket, booking railway ticket to order vegetables to doorstep and there are lots of things needed to move to mobile now.
