5 years of gap is huge, I won't advise you to give more than two years for any government job as if you work hard with strong dedication, you will be able to clear maximum government examinations. After a gap of five years, it will also be really difficult for you to get a job in private sector.

Depends in which field you want to make your career in. If it is your ultimate goal then BCA+MCA will be a good choice and if you want to go in the agriculture field, then Masters in agriculture after B.Sc. agriculture will be a good.

You are advised to chose Science stream with Physics, Chemistry, Maths and Computer Science as subjects. This will give you option to do B.Tech CS/IT or BCA or B.Sc CS/IT to become an ethical hacker.

With B.Sc CS, it will be difficult to make long term career and achieve high success. You are advised to do MCA or M.Sc CS for long term career growth and getting job in leading IT companies.
