To name the best institute is really a tough task. You need to evaluate a centre/institute based on parameters like the content of the course, duration, cost, infra, earlier students outputs and skill developed, in-time course completion record, certification process & delivery of the certificate in time, etc.
You can try Imagic (http://imagic.net.in/courses/web-design-course-kolkata/), but before enrolling make sure that you take all the details from the institute which will help you take the right decision.

If you are interested in programming then BCA is a better option. You may even opt for B.Sc in IT or CS, but BCA being a specialized course, it may have a higher value.
If you want to continue further, you may even opt for MCA after graduation. After MCA, you can apply for programming for any language of your preference or work as a BA.
You can continue with arts as a hobby alongside the technical education.

Yes, you can go for M.Design. To apply for M.Design, you need to complete graduation with at least 50%.
Some reputed institutes conduct entrance exams for selection.

Yes, you are eligible to apply for M.Des. After completing graduation, you can apply for CEED or M.Des.
All applicants will have to undergo the Design Aptitude Test.
Educational Qualification: Applicants must either have appeared for (results awaited), passed, or will be appearing for any of the following degree examinations before July 2017:
