There are many colleges available in Chennai offering Interior design courses. However going for the best out of these would result to National College of Design, Spaceterior. However if you move out of Chennai There are top colleges available as courses like interior design, fashion design requires good college for placement assistance and better practical exposure. Most firms will require that you atleast have a bachelors degree. As far as I know, getting a diploma will only give you knowledge on the basics of interior design. You need to know how to sketch, use programs such as CAD and Revit and must be aware of all safety codes and regulations.
To be titled as an interior designer you need to have 6 years of experience (bachelors degree with at least 2 years schooling and another 4 years working under another licensed designer) and then you can take the national exam held by the NCIDQ. Once you have met all the requirements and have passed the test then you are a licensed designer
