I consider that your query is about creative design(styling, futuristic concepts, new designs in addition to technology behind any automobile) when u say automobile design and not the hard core technical design(related to engine, chasis design etc).
In India institutes like National Institute of Design(NID) and Industrial Design Center(IDC),IITB offer MDes(Transportation and Automobile Design). Students who pursue this course generally work in automobile companies. please elobarate your question. if you want to ask that both B.Com and fashion designing course could be done then answer is yes. but remember that it should be certificate course not diploma at a same time.

Interior design coarses are a kind of professional coarses just like civil engineering. You can go for interior design coarses anytime during admissions after 12 as well as after you engineering also. It has no age limits criteria.If you feel yourself interested towards interior designing you can apply in relevant colleges of interior designing and you have to appear for entrance at institutional levels. But you cannot pursue your interior designing coarse when you are still pursuing your civil engineering degree because as i said both are professional coarses.
