yes you are eligible. you have to give the entrance test that the institute organises before admission and then you can pass it with good results and give the interview.

This is the eligibility criteria:
A Candidate must have passed MBBS / BDS / B.Sc. (Allied Health Sciences) degree awarded by a recognized Indian or Foreign University with a minimum of 50% marks (Candidate with specialization in the relevant area will be given preference). A candidate with three year B. Sc. (Physician Assistant) degree shall also apply if the candidate holds one year of internship or hands-on training in the relevant field.

Yes, after successful completion of engineering Diploma, one can go for B.Tech lateral entry. Some reputed universities take entrance test for admission. Good luck!

I don't think any college would offer such change in stream. But even if it does, (you might get IT but not CSE) you should be well prepared about the pre requisite. Learn C for starting because they already know C language as it was in their first year course. Moreover, their subjects might seem difficult to you as you've read mechanical engineering before.
