If you are based in India, you can also write government exams for agencies which will allow you to sit as their eligibility criteria. It's very nice that you have asked this query. You are not in the catagory of normal student but a diploma entry in second year as lateral admission. Right? Let me be frank. Practically speaking such transfers are feasible only and only if both colleges belong to the same management. However in your case it is not so and hence I would like to advise you that please forget about getting transfer and continue studying in the same college.
Best wishes to you.
