No. First of all, SCDL is not a university and second, it is just a PG Diploma and not a PG degree. The degree must be awarded by a university or AIU must grant equivalence. AIU grants equivalence only to full time PG Diploma of 2 years of selected institutes.
2. Since you hold a Bachelors degree in Technology, you are eligible for applying for JRF only. This is because, the PGDip course is not considered equivalent to a Master's degree, which is the basic eligibility for applying for LS. They clearly said SCDL is an autonomous institute. They never declared that SCDL Diploma has no value.

You can visit Lotus Business School, Pune or buy an application form online. Lotus Business School and IPC, Bordeaux will conduct interviews and successful candidates would be rewarded admission to the course. Fees and living expenses
The Tuition fee for the programme is 10600 Euros + Service tax as applicable. In addition to the tuition fees, approximately 2250 to 2750 Euros will be the additional cost for accommodation in India and France, including airfare, visa, visa fees. Loan facility available from most of the banks and leading financial institutions.
