Normally, all open or distance universities have two sessions in a year. Jan to Jun & Jul to Dec. A student can commence his studies from any of these two sessions.

Yes, you can apply for BE in Civil engineering by lateral entry.
You will get Direct Second Year Admission in Civil engineering. I prefer you to confirm it by your college.

Yes, we can do part-time diploma and degree as a external but the exam dates are different if you do it part time.

If you have completed Diploma in Automobile, then only you will get lateral entry In B.E (Automobile). You will get Direct second year Admission.
