Diploma is a stepping stone for graduation. Hence, surely, you can change branch at the time of lateral entry. But unfortunately, every state has its own rules and hence which branches you can select is entirely dependent on this. Hence you will have to seek an answer to this on the webpage of DTE of Tech. It's a good fortune of your friend that she got a job. But getting a job only in Chandigarh is possible but could be delayed. It all depends on the situation prevailing when you will pass out after three years.
