You can apply to IGNOU as it is the best university for distance courses. After getting admission you will get a regional center where you can attend your class on sunday and your examination will be organised in that centre.

Of course, you will eligible for all the government jobs, the only thing you have to worry about is the age limit, many government exams have their age barrier otherwise you will eligible.
