Distance degrees of recognised universities are valid for UGC NET. Please check the eligibility criteria like age as you did graduation in 2003.

Go for PMP Certification from PMI Institute. That's a universal certification and is very much valued.

BFA and Art courses are generally not available through distance learning mode. I would say that Arts is a Science which should be learnt through a regular course.
