Hi. Some universities which offer B.Ed correspondence course in Tamil Nadu are Tamil Nadu Open University, Bharathiar University and Annamalai University.

The applicants must have at least 50% marks in Bachelors degree or Masters degree in Arts, Science, Commerce and Engineering streams in order to apply for distance B.Ed. Candidates who wish to take up distance B.Ed must be trained in-service teachers in elementary education. You can apply in IGNOU, Annamalai University, UPROU etc.

All UG/PG distance Programmes of Madras University are recognised by DEB - UGC, New Delhi Video letter No. F. No. 2-5/2018 (DEB-I), Dated: 16.08.2018 and letter no. F. No. 1-6/2018 (DEB-I), Dated: 03.10.2018.

Yes, you rank of 46000 in CET is a very good rank and is enough to get you through admission in the Jyothi Institute but I would prefer you to choose any other college.
