As per my knowledge, electrical is a practical subject. So, you might not have the option of distance. You will have to take the regular classes, rest you can still confirm from the college authorities. Yes, it might though be the case that the amount of attendance can be low in the regular one in some college.

As far as I know, since biotechnology is a practical subject you don't have an option of the distance programme. Microbiology likewise is also a practical subject. So, you will have to go for the regular classes, that might be a different matter that the amount of attendance can be low.

Hi,
Online written exam will be held in 2nd week of May every year.
Candidates must fill the online application form on the official website. Before filling of the form candidates should also fulfill the eligibility criteria as per the norms. Selection of candidates will be based on the written test followed by Interview/viva and Pilot Aptitude Test / Psychometric Test. Interested candidates must fill the application form before the last date.
For General Candidates
Passed English at 10+2 level with Minimum 55% Aggregate Marks in Maths & Physics
For SC/ST/OBC Candidates

Universities abroad including the one in Canada give admissions based on broad spectrum of criteria and is not exclusively based on academic performance. Hello Lucky, You have done graduation in engineering from Kurukshetra University followed by MA from IGNOU. Right? Minimum qualification required to register for PhD is having a post graduate degree. This you now have. Hence technically you are eligible. IIT Delhi announces its programme for PhD twice in a year. I am attaching a link that will give you all the required information about doctoral programmes conducted and the procedure to join. You just need to follow procedure. That's all.
