Jain University's Center for Post Graduate Studies does offer an in Biotechnology, but I couldn't find any information confirming that it's available through distance education. However, Jain University does have a collaboration with BiOZEEN for an in Industrial Biotechnology.
If you're interested in pursuing an in Biotechnology through distance education, there are other universities that offer this program, such as William Carey University, Subharti University, and Mangalayatan University, with fees ranging from INR 12,000 to INR 90,000 per annum.

No, you cannot pursue a B.Ed through distance model/ODL without an NCTE-approved degree. As per NCTE (National Council for teacher education) guidelines, candidates must have a recognised teaching-related qualification or teaching experience to enroll in a distance B.Ed program. However, you can purse a regular B.Ed after completing a bachelor's degree (BA, B.Sc, B.Com) with at least 50% marks from recognised university.

Students can pay the course fees amounting to approximately INR 60,000 to INR 80,000 through installment payments. The costs for studies at Aristotle College of Education differ based on what institution you choose and which state you are located in.
