Distance Mode Master's Degree in Mass Communication is offered across India by many universities. Private and government, both have their offerings. I shall not be able to share much about Visual Communication, but Mass Communication is available through IGNOU in Annamlai, from Kurukshetra University to Amity University Distance Mode. Choose where you want to join. There shall be Short Term/ a Month/ Classes for Distance Mode as well. So, choose accordingly.

There are many such universities. IGNOU is one of them. You can go for IGNOU, as it's application process is very easy. You will not face much problem. And, IGNOU has many study centers also.

At the same time, you cannot pursue two academic courses according to UGC norms. You will be eligible for B.Ed after the completion of your Master's degree.

Technical courses are not allowed by AICTE to pursue through correspondence or distance. Think this yourself, how much of a good engineer will be if he studied from home and has no practical knowledge? So, to answer your question, no.
