As per the guidelines of UGC, no university in India can offer engineering and medical courses through distance mode. AICTE would not approve these courses/certificates. You must opt for the regular mode for chemical engineering.

Yes, there are many universities. You can apply in Amity University -Noida, LPU-Punjab. And, there are many other options too. You are most welcome in India. Thank you.

Please go for IGNOU, NSOU, Mahatma Gandhi Open University to get a degree in UG on correspondence basis. You'll get B.A., B.Sc., B.Tech and many other courses available there.

You cannot do B.Tech through distance education because Supreme Court of India has banned distance education in engineering.

There are two sessions that are there in a year for correspondence courses, Academic and calendar year. The calendar year admissions have ended back in the month of March, while the admissions for the academic year will go on till the month of October. You can apply online.
