The candidates who have completed post-graduation from recognised university are allowed to apply for the exam. PGDBM is a PG course not a graduation. It is also surprising that you have been able to pursue PG despite having a graduation degree. Generally, the highest qualification is considered. However, if you still need graduation then you need to apply through distance. You are eligible for a distance programme of UG, but it will take you at least 3 years to complete the same.

You have to fill the admission form which are out now till November, and then you have to appear for their entrance exam, and if you qualify their entrance exam, then you can take admission in that college.
