You can go for an MPhil (regular) after completing Masters from IGNOU. Every institution has its own criteria but since IGNOU being the recognized Open University, its degree is acceptable by almost all other regular institutions.
Recently, UGC has announced that candidates who score 55% in their Masters are eligible for MPhil from UGC recognized universities. So you need to focus on getting at-least 60% in Masters to be in the safe zone (Only if you are a general candidate).
I would like to give you an advice that please go for Central Universities for M.Phil as the faculty in such universities is mind blowing. JNU, DU, BHU, etc. are there in this list.

Eligibility:
An MPhil and a Post-Graduate degree in Social Work with minimum fifty-five percent marks (fifty percent marks for SC/ST/PH candidates) or an equivalent grade from a university or a recognised institution of higher learning.
OR
Masters degree in Social Work with minimum fifty-five percent marks (fifty percent marks for SC/ST/PH candidates) or an equivalent grade from a university or a recognised institution of higher learning and five years of teaching/research/extension/ administration/health care/ social welfare/professional experience at senior level.
Those not having MPhil can pursue PhD by successfully completing 32 credits worth of course work.
The PhD Programme in the social work will enable candidates from across the county, and particularly from far-flung areas and states/union territories, where there are no schools of social work, to pursue their research work leading to a doctoral degree.
Currently, the school has admitted three Research and Teaching Assistantship (RTAs) in 2009 for its doctoral programme in social work.
The Doctoral Programme in Social Work aims at training professionals (both teachers and practitioners) in the skills and competence related to the systematic investigation of various issues and problems in the area of Social Work. At this level, the study is expected to provide new and original insights into the problem or the area under investigation. The PhD Programme of IGNOU can be pursued by those who possess an MSW/MA (Social Work) degree.
IGNOU had introduced a unique scheme of IGNOU-DEC Research and Teaching Assistantships (RTA), which is designed to meet the high-quality human resource requirements in teaching and research in the area of the highly technology intensive open and distance learning-ICT, web, satellite based and online learning in various disciplines of higher education, including Social Work.
The scheme is open to post-graduate holders in Social Work with consistently top academic record and who would like to do teaching and research in discipline of Social Work.
