Yes, you can pursue both the courses simultaneously. UGC has given a go-ahead for pursuing 2 course simultaneously

Technical education courses shouldn't be done through distance course. Firstly in cut throat competition of around 6 lakh mechanical engineers each year you may stand nowhere. Secondly, Supreme Court may take a decision on this.
