I would suggest you to go through the course structure of each and decide what suits you the best as per your skills and interests. ECE is more about chips, circuits and how to integrate it with technology and CE can be both software and hardware.

Dear Pavan I think part time B.E. in electrical and electronics in top university is impossible. Because every top college provides regular courses regarding to electrical and electronics.I suggest some top college where provides these courses.

Cost of studying should be calculated with living expenses also. This is because when you apply for Visa the immigration people will ask funds availability of both tuition fees and Living expenses.
Us&Canada it will be 18 lakhs TF. and 12 lakhs LE. Aus & NZ it will be 23 lakhs TF and 12 lakhs LE
Uk it will 12 lakhs TF and 10 lakhs LE. This figure is approximate for the purpose of comparison. Depends upon the University It may cost 2to 3 lakhs more also will come. High ranking universities it still costs more

Hi
If you hv any desire for higher study later abroad then go for a job first as in India, you may do your master's immediately after grad. Some experience will give you more clarity on whether you would like to go on the path of research or management with which you can decide to go for m.tech or mba.
Hope this suffice.
