So you will get clarity after attending the counselling. Also your branch preferences matter like you can opt for a Metallurgy/Production Engg/etc. Also dual degree is another option at vssut.

There's no issue in being a resident of Jharkhand to get admitted into vssut, but there might be a state quota. Given your rank, it depends upon the branch preferences and real counselling to know whether you can get into vssut. There are also other courses like dual degree if you want if you don't get a seat in B.Tech.

I think you will. But given the COVID scenario there will be some irregularities in the seat matrix as the students may not prefer to get admitted to a good but distant place college this year.

No with this percentile you can't get ECE in ymca in general category .For reserved category may be you can get in physical counseling
