Yes, you are eligible to apply for WBJEE exam. Maharashtra board is a recognised state board. Exam is conducted only in west Bengal and that is also offline. Some colleges in WBJEE are only for west Bengal domicile students.

If you need admission in NIT or IIIT then only JEE Main needed if you want IIT you must qualify JEE Advanced. And fill JOSSA counseling then and get into the colleges.

JEE Main test some lesser level of knowledge and it give admissions in NIT iiits and gftis on the other hand JEE Advanced conducted by IITs and test your deep knowledge. For admission in IIT you must qualify this exam.
