I think you are asking for the top IITs. There are nearly 15 IITs in India. Among them, IIT-Madras, Bombay, Guwahati, Roorkee, Kanpur, kharagpur, Delhi, Hyderabad, Varanasi, Indore are the top IITs. There are other IITs like Mandi, Tirupathi, etc. which are not among the top list. Some colleges like BITS-Pilani, VIT-Vellore are better than those.

Yes, you can apply for GATE 2018. As per GATE 2018 eligibility criteria, a candidate who is currently in the final year or already completed is eligible for GATE exam. So if you clear your 4-year engineering degree within 4 years i.e., in 2018. You are eligible for GATE 2018 exam. There would be no effect of backlog(s) at any stage of your GATE exam.
The eligibility criteria for CAT 2017 are mentioned below:

You need have at least 75% in your HSC or 65% if you belong to SC, ST or PWD candidates. If these are not applicable, then you need to be in the top 20 percentile (top 20% students from your board ) then you are eligible.
If you don't satisfy these conditions then you are not eligible.

Since IIEST-Shibpur comes under JEE counselling, you need to have at least 75% in board exams or 65% (if you belong to SC, ST or PWD). There is another condition also that is, you need to be in the top 20 percentile (you need to be in the top 20% of students from your board) if you are not having 75% or 65%.
Unless you satisfy these conditions, you are not eligible.
