College of Technology, Pantnagar accepts JEE Main scores for admission. But, it does not come under JEE counselling (JOSAA). So, you need to apply separately for College of Technology, Pantnagar.

No, it is not necessary for you to write JEE Mains to get into UPES. You can get admission there on the basis of their internal test. They also consider the marks of board exam.

It is going to be difficult to predict the exact cut off for JEE Advanced, but still I would be able to tell you, that to get a rank in JEE Advanced, you must clear each subject in each section.
