You can apply but not on the basis of JEE Mains score. A score of 20 is not acceptable. Minimum acceptable score for ST category students is 27. Apply to the colleges which are having their own entrance exams.

Yes, chances are there as 32 is the par score for SC category students in JEE Mains. You have got 58 marks. Do attend counseling at all the NIT's.

That's not certain unless you have home state quota and category to work with. But with the marks, you scored you can have a try because cut-off varies at a larger extent year to year. I guess that if categories are applicable, you would be having good chance to get into MANIT. Yeah, but don't miss counselling of Jossa in any condition.

Sorry to say but with these marks, you can't get any govt. college until and unless you belong to SC/ST category but the chances are slim for them as well.
